Modal split?[edit]

Perhaps a section on optimizing road capacity can be added, along with these images:

Benefits of road congestion[edit]

Doesn't road congestion increase bike use as well (as people can get around faster then) ? Or, does it improve bicycle infrastructure (as cities may decide this would reduce the congestion and implement them), which then in turn improves bike use ? If so, include it somewhere in the article.
