My suggestion for references was in the line of adding discussions of the award, who chooses the films, what its focus is and that sort of thing. The discussion was here with a clarification here. It was decided not to rush in and remove the scripts everywhere, but only where they are causing problems, and to not add new ones. Yes, I know they are present in other languages, but if you read the discussion you will see the kinds of problems that crop up with the Indian languages.
