You might look at the Wikipedia entry on Edward Burnett Tylor; the flaws in his analysis are covered in many anthropological texts (and also on his Wikipedia page under the heading "Classification and criticisms"). If you're interested in something by Tylor to read, I recommend his "Primitive Culture," which is available through Google Books. Since base 10 is found in all types of societies (since we all have ten fingers), it isn't just associated with "civilizations," and the term has 19th-century connotations that suggest replacing it with "societies."
