The SVG you have provided is significantly lower quality than the existing PNG. The current file, at 96,390 pixels is already approaching that limit, thus a larger resolution file would have to be shrunken down anyway. Additionally, upon my interpretation of the first non free content rationale, this fails fair use as a free image could be created in the future. Since I am unsure on what exactly this falls under, and since this is such a complex situation, I will make a post at Wikipedia:Media copyright questions to get a second opinion on whether or not fair use applies to this image.
