Hello, and thank you for your request. Please provide a link to a page proving the file's license. We need this to be able to upload the file. Generally, the webpage the file is on will have the license information on it. If an appropriate license link is not received within seven days, the request will be declined. Just because an author makes an image publically viewable on Google+ does not mean they are releasing it into the public domain. See Google's Terms of Service for more information: "Some of our Services allow you to upload, submit, store, send or receive content.
