The license is actually CC BY-NC-ND 3.0 which is not valid for Wikipedia use. For an image to qualify for free here it must be licensed in a manner that allows anyone to use or modify the image at any time and for any purpose (including commercial use). The NC and ND restrictions violation that. I will place this on hold for seven days. If the license isn't changed at the source by then it will be declined. Majora, this is a photo I took myself on my phone and uploaded to my account on DeviantArt. I even referenced the purpose for using on Wikipedia in the description on DeviantArt to help make it obvious this is its intended purpose. Is there a different submission pathway that I can use? Your statement clashes with the copyright license you chose. As of right now you have licensed the photo under an unacceptable license for use on Wikipedia. That is a problem. You just need to change the license to something that we can use (and therefore agree to release it under said license). I don't know how Deviantart works but there must be a way to change the license. If so, according to the instructions you will see a window that looks like this. You MUST allow commercial use and modifications to the image for it to be acceptable. Whether or not you want a "share alike" image is your choice. The difference being that you require people that modify your image to release it under the same (or similar) copyright license. Unfortunately, there is no way around this. The Wikimedia Foundation, the organization that maintains the servers for the project, is a non-profit organization. Wikipedia is a free encyclopedia that allows anyone to use our content for themselves pursuant to our reuse policy. The "free" part of "the free encyclopedia" means anyone. Including commercial entities. It also means that anyone is free to modify the content as they see fit provided that they attribute it according to the copyright license stated. The only exception to the free use of content is if it is under our fair use policy, which as stated previously this image would not fall under.

TL;DR: It boils down to the free exchange of information to all humanity that we strive for here at Wikipedia.
