It is not at all clear that this means all official works of the North Carolina state government are public domain. Comparing the terms of use for their official website, they grant permission for non-commercial reuse of state content, which is not compatible with the free license that Wikipedia is published under. I think this clearly indicates that it is public domain, since it is a public record work produced by an office of the government of North Carolina.
