Comment: Converting the mp3 to ogg is no problem, but I believe that you want the mp4 video uploaded, or? I believe that wikipedia/wikimedia has a restriction which prevents such big uploads. Comment: As it seems we are now able to upload files up to 500mb, see Commons:Commons:Maximum file size. I will read the possibilities and then starting to convert the file. As this is a rather big file (and the converting/upload needs it's time), I won't finish with this task within a day. Mmmh, using 3 different browsers (with always getting different problems), I stopped to upload the video again (after ~8 attempts) with the great error message: "Unknown error: "internal_api_error_UploadChunkFileException".". Comment: The Flickr stream belongs to "Embaixada dos EUA - Brasil", meaning "Embassy of the United States to Brazil". There is no reason to believe that this page would be fake, and the page contains a link to the Flickr stream. An embassy is definitely a government agency: all of the staffers are employees of the US State Department, so everything that they create has the status of Work of the United States government. Presumably they just didn't bother marking these images with any of the CC licenses, and I'm pretty sure that only a select few entities have the ability to mark an image as being PD. • Comment: The image description pages read "Photo by Thatcher Cook for PopTech". This means that the files weren't uploaded to Flickr by the photographer. Are we sure that Poptech had permission to publish the imagess as CC-BY-SA in the first place?
