After tracking User:Etimesoy socks in Asuka period (edit | talk | history | protect | delete | links | watch | logs | views) before semi-protecting it, I believe that this user used roving IP addresses in the 75.6.X.X & 75.7.X.X ranges:
FYI, here are older sockpuppetry cases, which I suspect may be related:
