I propose this page include an invitation to all users not on the list to make featured portals, and to feel free to contact any of the existing members to conduct informal peer reviews and offer suggestions on their portal creations. The equivalent pages for FAs and FLs are kept up to date by a bot; this isn't, and depends on people knowing about it and updating themselves or others. As maintaining this page hasn't been part of the closing instructions for promoting or demoting portals, the page has steadily got out of date. If anyone wants to spend the time checking through the promotion/demotion logs and comparing it to this page, they are more than welcome to do so, but it seems a lot of work for a low-visibility and low-importance page.
