What can I say, you're not wrong... It's a really weird approach in a country where it's legal to machine your own gunbarrels on a lathe provided you don't intend to sell them.

Making pistol-calibre barrels at home is a solved problem. This is why the rebels in Burma use 3D-printed semi-auto 9mm carbines when they can't acquire anything better.

For button barrels, a Rifle drill is used to get a minimum bore size, then a button (with a rifling profile, sort of shaped like a bullet) is pushed or pulled through the barrel to formed the rifling.
There are also lathe-like devices that can cut the rifling as the barrel twists for the rifling. This is called "cut rifling". These as far as I have seen are all CNC controlled.
There is also hammer forged barres where a rod is placed inside the bore and the barrel is hammered into that rod to form the rifling.
