Police-General (Ret.) Tan Sri Budi Gunawan PSM (born 11 December 1959) is an Indonesian high ranking police officer who is the Chief of the Indonesian State Intelligence Agency (BIN) since September 9, 2016, and is also the General Chairman of the Indonesian E-Sports Executive Board (PB ESI).[1][2][3][4] He previously served as Deputy Chief of Indonesian National Police accompanying National Police Chief Badrodin Haiti and Tito Karnavian.[5] He is the second member of the police after Sutanto to lead the State Intelligence Agency.[6]

Graduating from the Indonesian National Police Academy in 1983, Gunawan completed the Sespimpol (1988) and Lemhannas (2005) programs.[7] He also earned a Summa Cum Laude distinction in the law doctoral program at Trisakti University (2018).[8]

In the Indonesian National Police, Gunawan has been Chief of the Bali Police, Head of the National Police Education Institute, and Deputy Chief of Police.[7] He also served as Adjutant to the Vice President (1999-2000) and President of the Republic of Indonesia (2000-2004) during Megawati Sukarnoputri's administration.[9]

In 2015, he was controversially named as the sole candidate for National Police Chief to replace retiring General Sutarman.[10][11] Media reports noted his bank accounts contained hundreds of billions of rupiah,[12][13] from many suspicious transactions, which became the investigation target by anti-corruption body (KPK) and he was named a corruption suspect.[14] He filed a pre-trial motion, which was accepted. Eventually, Badrodin Haiti was appointed acting National Police chief in his place.[15][16]

Appointed as Chief of BIN on 9 September 2016, Gunawan has focused on modernizing the agency.[1][2][6] He established new divisions including the Deputy for Cyber Intelligence and the Deputy for Apparatus Security Intelligence.[17][18] Additionally, he formed the Medical Intelligence division, "Wangsa Avatara," to address biosecurity threats.[19]

Gunawan has invested in education for intelligence professionals, developing the State Intelligence College (STIN) and the Pusdiklat training center.[20] In 2018, he was appointed as a professor at STIN.[21]

Gunawan became the catalyst for development of Nusantara Student Dormitory (Indonesian: Asrama Mahasiswa Nusantara, AMN) and the Papua Youth Creative Hub (PYCH).[22][23]

In 2020, Gunawan was appointed General Chairman of the Indonesian E-Sports Executive Board.[4]
