Overlooked or overseen?

In the section titled "US testings" the article states, "These tests were overlooked by the Office of the Secretary of Defense." The word "overlooked" means "ignored" or "not noticed", which sounds odd. Is it certain that what is actually meant here is not "overseen", i.e. "monitored", "directed by", etc.?--Death Bredon (talk) 11:31, 13 May 2015 (UTC)[reply]
