This template, when used in a Wikipedia article, creates the words "To whom?" in small blue font inside of a pair of brackets within the article text at the point where it was placed. The template should be placed when the article's context does not make clear an important detail with regard to whom something was done, was delivered, was spoken, etc. In other words, it creates a mark in the article indicating that an important indirect object is missing at a specific point. As an example, consider the following sentences, which might occur somewhere in a Wikipedia article: "The senator then had the letter delivered, and the following day the vote was overturned" or "The vaccination was administered, and the doctors concluded it was effective" or "The general gave the order, but the charge was already underway." It might be very important to know to whom that senator had that letter delivered, or to whom the vaccination was given, or to whom the general gave the order (depending on the overall article). When you find that this is the case, and when you are not yourself able to tell from the text "to whom" a particular thing was done, placing this tag becomes appropriate. If the answer is obvious from the text, consider simply changing the text so that the ambiguity is removed rather than placing this tag. If you encounter this tag in an article and you are able to answer the "to whom?" question, please consider editing the article to remove the ambiguity, and removing this tag at the same time. Avoid placing this tag if the question, "To whom?" is not clearly an important missing detail of the article. Do not place it simply to address a grammatical concern.

Do not use this tag in places outside of the article namespace. It has no practical use on a user page, a talk page, a user talk page, a help page, etc.

The template takes only one parameter, |date=, which is optional. If you do not provide the date yourself, it will automatically be added later by a bot. The date will not appear in the article text, but will be connected to a record of the day the tag was placed.
