Advisory Board & Committees


NTP calls on a variety of advisory groups to provide rigorous scientific peer review and advice on programs and activities. These groups are organized as follows:

Executive Committee
A committee composed of the heads, or designated representatives, of nine federal agencies
Board of Scientific Counselors (BSC)
A federally chartered external advisory committee whose members are appointed by the Secretary of Health and Human Services
  • Advises the NTP Executive Committee and Director, NIEHS and NTP on matters of scientific program content
  • Provides analysis and direction on NTP's scientific activities
Expert Panels
Ad hoc groups of experts
  • Conduct peer reviews of draft reports and monographs
  • Provide NTP advice and scientifically rigorous evaluation on specific topics
Scientific Advisory Committee on Alternative Toxicological Methods (SACATM)
A congressionally mandated, federally chartered advisory committee of up to 17 members appointed by the Director, NIEHS and NTP
  • Advises the Interagency Coordinating Committee on the Validation of Alternative Methods (ICCVAM), the NTP Interagency Center for the Evaluation of Alternative Toxicological Methods (NICEATM), and the Director, NIEHS and NTP regarding the statutorily mandated duties of ICCVAM and NICEATM activities

Peer Review


Peer review is an essential part of the scientific process, ensuring that a given study's conclusions are objective and supported by the scientific evidence. At NTP, draft reports and monographs are peer reviewed prior to publication. Peer review may be conducted by letter or at a panel meeting. The peer review process frequently offers opportunity for public comment.

Peer reviewers serve as independent scientists, not as representatives of any industry, company, or governmental agency, and are screened for conflict of interest. Peer review comments are carefully considered by NTP in finalizing reports and monographs for publication.
