According to the description it appears that the award can be made to those "serving in or with" US forces. I would be interested to know if this is just "lawyer speak" for "in" or if the medal has been awarded to those outside US armed forces. RichFarmbrough, 17:13, 21 August 2012 (UTC).[reply]
This came up when I was doing the EO related stuff over on Wikisource and I was shown/told at the time that members of the Canadian, Aussie and Brit forces have indeed recieved this medal.
